Research update: Young people hardest hit
The labour market impacts of the recession and its aftermath have fallen most heavily on younger people. The unemployment rate for those under thirty is nearly double the average rate. One subgroup particularly at risk of disengagement both from the labour market and society at large are those aged 15-29 not in education, employment or training – the so-called ‘NEETs’.
A summary of first findings from recent Foundation research on the NEETs presents a statistical portrait of the phenomenon. It also highlights NEET-specific policy interventions in the EU Member States and Norway based on the following comparative study.
One important finding is that the protective impact of higher education in insulating younger persons against unemployment decreased across all countries during the recession. With degree-holders facing difficulties accessing the labour market, those in the NEETs category encounter even greater obstacles.
Further analysis in 2012 will include a preliminary evaluation (in eight Member States) of a selected set of policy measures to improve the employability of younger people. updated 20th April 2012
