Niniejsze sprawozdanie zostało opracowane na podstawie czwartej edycji europejskiego badania przedsiębiorstw (ECS), przeprowadzonego wspólnie przez Eurofound i Cedefop w 2019 r. Opisano w nim szeroki zakres praktyk i strategii wdrożonych przez europejskie przedsiębiorstwa w zakresie organizacji pracy, zarządzania zasobami ludzkimi, wykorzystania umiejętności i rozwoju umiejętności oraz udzielania głosu pracownikom. W sprawozdaniu wskazano, w jaki sposób te praktyki są ze sobą łączone, i w jaki sposób te powstałe „pakiety praktyk” powiązane są z dwoma wynikami przynoszącymi korzyści zarówno pracownikom, jak i pracodawcom: dobrostanem w miejscu pracy i wynikami działalności przedsiębiorstw.
W ramach analizy stwierdzono, że przedsiębiorstwa, które mają największą szansę na osiągnięcie tego korzystnego dla wszystkich wyniku, to przedsiębiorstwa, które łączą wysoki stopień autonomii pracowników, zrównoważoną strategię motywacyjną, kompleksową strategię szkolenia i kształcenia oraz wysoki poziom bezpośredniego zaangażowania pracowników w proces podejmowania decyzji, a także oferują wsparcie kierownicze na rzecz realizacji tych praktyk. Aby przyspieszyć przyjmowanie praktyk zorientowanych na pracowników – zwłaszcza w odniesieniu do autonomii, umiejętności i zaangażowania pracowników – należy zapewnić odpowiednie wsparcie kierownikom, ponieważ odgrywają oni kluczową rolę w podejmowaniu decyzji o wprowadzeniu zmian w miejscu pracy. Mają oni również istotny udział w powodzeniu tych zmian, ponieważ muszą stale wspierać wdrażanie praktyk w miejscu pracy.
Key findings
W ECS 2019 wykazano, że przedsiębiorstwa mogą opracować swoje praktyki w miejscu pracy, aby pomóc w osiągnięciu korzystnych wyników zarówno dla pracowników, jak i pracodawców. Przedsiębiorstwa mogą zwiększyć wydajność, a jednocześnie poprawić jakość pracy pracowników dzięki połączeniu praktyk zwiększających ich autonomię, ułatwiających wyrażanie przez nich opinii oraz propagujących szkolenia i uczenie się.
Około jedna piąta miejsc pracy w UE posiada takie korzystne pakiety praktyk. Przykłady takich pomyślnych praktyk można znaleźć we wszystkich rodzajach przedsiębiorstw niezależnie od kraju, wielkości, sektora czy strategii konkurencyjności.
Przedsiębiorstwa, które odnoszą największe sukcesy, nie tylko stosują takie praktyki ułatwiające działanie, lecz również dysponują wspierającą kadrą kierowniczą.
Szkolenia są istotnym sposobem osiągnięcia pozytywnych wyników w miejscu pracy. Większość miejsc pracy w UE oferuje pewne szkolenia przynajmniej niektórym pracownikom, lecz tylko niewielka część z nich oferuje kompleksowe szkolenia i możliwości uczenia się.
Przedsiębiorstwa prowadzące intensywny dialog społeczny w miejscu pracy osiągają lepsze rezultaty pod względem wyników działalności i dobrostanu. Istnieje również większe prawdopodobieństwo, że miejsca pracy prowadzące dialog społeczny, który oparty jest na zaufaniu, zaangażowaniu i sile perswazji, będą mogły poszczycić się regularnym i bezpośrednim uczestnictwem pracowników, co przyczyni się do osiągnięcia istotnych zmian w tym obszarze.

Customised reports
To show appreciation for the time the ECS 2019 management respondents invested in filling out the questionnaire, Eurofound and Cedefop offered to generate a customised report for their establishment.
The reports are generated automatically, and compare the establishment with other establishments in the same country, size category and sector. They include information on market characteristics, product market strategy, innovation, establishment performance, workplace relations, and human resources challenges.
Over 13,000 respondents requested to receive such a customised report. Upon finalisation of the dataset the at the end of 2019, the reports were generated, and they were distributed to respondents in the beginning of 2020.
