Abstract

Uppåtriktad konvergens är centralt för unionsprojektet. Medlemsstaterna och deras medborgare röstade ja till EU, eftersom de förväntar sig att deras medlemskap kommer att leda till balanserat ekonomiskt välstånd och sociala framsteg för länderna. De ökande skillnader mellan medlemsstaterna som uppstod under den ekonomiska krisen 2008–2013 kan ses som ett svek mot EU:s löfte och kan eventuellt lägga grunden för missnöje och splittring. Denna flaggskeppsrapport är avslutningen på Eurofounds forskning om övervakning av konvergens i EU, som initierades 2017. Den beskriver den förändrade dynamiken för uppåtriktad konvergens under perioden 2008–2019, undersöker hur covid-19 på kort sikt påverkat de europeiska ekonomierna och samhällena, tillsammans med dess påverkan på konvergensen, och diskuterar pandemins långsiktiga påverkan och den framtida uppåtriktade ekonomiska och sociala konvergensen i Europa.

Key findings

Den ekonomiska krisen (2008–2013) hade avsevärd negativ påverkan på den uppåtriktade konvergensen inom medlemsstaterna. Även om den ekonomiska konvergensen snabbt återställdes, kvarstod nedåtriktad divergens när det gäller sysselsättning och levnadsvillkor fram till 2013, vilket belyser hur nära sammankopplade social och ekonomisk konvergens är.

Medan många sociala indikatorer började konvergera uppåt under återhämtningsperioden 2014–2019, skapade den ekonomiska krisen geografiska skillnader som bestod. Central- och Östeuropa hade fortsatt stark konvergens mot den ledande nordvästra regionen medan Sydeuropa i ökande grad kom på efterkälken både socialt och ekonomiskt.

Mellan 2008 och 2019 saknades i stort sett en uppåtriktad konvergens för kvaliteten på styrningen och institutioner EU:s medlemsstater emellan. Mot bakgrund av covid-19-krisen kommer konvergens för institutionell kvalitet att vara viktig för att omsätta ekonomisk konvergens till bestående social konvergens i Östeuropa samt förbättra båda typerna av konvergens i Sydeuropa.

Starka politiska pandemirelaterade åtgärder på både EU-nivå och nationell nivå förhindrade att krisen fick en allvarligare och mer ojämnt fördelad påverkan på EU:s arbetsmarknader och levnadsvillkor. Eftersom covid-19-krisen inte är över helt är det dock oerhört viktigt att de här politiska satsningarna upprätthålls, särskilt när det gäller den digitala och gröna omställningen. Där blir rätt politiska verktyg avgörande för att förhindra nya klyftor mellan länderna i nordöst och sydväst.

Det är mycket viktigt att återhämtningsinstrumentet NextGenerationEU genomförs fullt ut. Konvergensen mellan EU:s medlemsstater är beroende av hur väl nationella återhämtningsplaner ligger i linje med EU:s vision. Om regeringarna väljer att fokusera på överstatliga prioriteringar är det möjligt att åtgärda de ojämlikheter som covid-19-pandemin har medfört. Här blir samordning på EU-nivå särskilt viktigt.
