A conciliação entre a vida profissional e a vida familiar consiste num estado de equilíbrio satisfatório entre a vida profissional e a vida privada de um indivíduo. Proporcionar aos trabalhadores uma maior conciliação entre a vida profissional e a vida familiar durante o seu ciclo de vida tem sido, desde há muitos anos, um dos objetivos das políticas da UE, uma vez que se trata de um elemento fundamental para garantir a sustentabilidade do trabalho para todos.

EU context

Em 26 de abril de 2017, a Comissão lançou o pacote do Pilar Europeu dos Direitos Sociais. O pacote inclui uma iniciativa de apoio à conciliação entre a vida profissional e a vida familiar para pais e cuidadores. A iniciativa tem como objetivo abordar a sub-representação das mulheres no mercado de trabalho e traça um conjunto de padrões mínimos novos ou melhorados referentes às licenças parentais, de paternidade e de assistência familiar.

Os Inquéritos Europeus sobre a Qualidade de Vida (EQLS) da Eurofound fornecem comparações entre os países relativamente à conciliação entre a vida profissional e a vida familiar, horários de trabalho flexíveis e a prestação de cuidados de qualidade. Os Inquéritos Europeus às Empresas (ECS) fornecem dados sobre as razões e o modo como as empresas utilizam uma ampla variedade de regimes de horários de trabalho. Os Inquéritos Europeus sobre as Condições de Trabalho (EWCS) analisam a organização do tempo de trabalho em toda a UE e questões relacionadas com esta matéria, incluindo regimes de horários flexíveis, preferências em termos de tempo de trabalho e conciliação entre a vida profissional e a vida familiar.

Observatório Europeu da Vida Profissional (EurWORK) fornece informações sobre as condições de trabalho e o trabalho sustentável, incluindo uma base de dados sobre salários, tempo de trabalho e litígios coletivos. A Eurofound calculou ainda os custos económicos e sociais das disparidades de género no emprego e pode fornecer informações sobre a criação de emprego na área da prestação de cuidados.

23 de dezembro de 2016 - Este número da Foundation Focus analisa a conciliação entre a vida profissional e a vida familiar e alguns dos fatores que ajudam ou impedem os trabalhadores de conciliarem a sua vida profissional e não profissional. Uma vez que o número médio de horas de trabalho tem vindo a diminuir gradualmente, é necessário questionar a relevância da conciliação entre a vida profissional e a vida familiar. De que forma pode a Diretiva relativa ao tempo de trabalho ajudar e qual o papel qu desempenham as políticas em matéria de horários flexíveis? De que apoios específicos necessitam os indivíduos com responsabilidades assistenciais para com crianças ou adultos? A conciliação entre a vida profissional e a vida familiar está relacionada com outros aspetos da vida, incluindo a necessidade de cuidados infantis de elevada qualidade, a resolução das disparidades de género no emprego e o provimento da subsistência dos trabalhadores mais velhos que não podem continuar a trabalhar a tempo inteiro.
