Relațiile de muncă

Sindicatele, organizațiile patronale și autoritățile publice joacă un rol important în guvernanța relațiilor de muncă. Acestea reprezintă componente interconectate într-un sistem care funcționează la nivel european, național, sectorial, regional și la nivel de întreprindere. În ultimii ani, pe măsură ce tehnologia și formele de muncă au evoluat într-un mediu economic în continuă schimbare, sistemele de relații de muncă s-au confruntat cu provocări majore.

În acest context, în 2015 Comisia Europeană a lansat un „nou început” pentru dialogul social european. Într-o declarație comună din iunie 2016, Comisia, Consiliul Uniunii Europene și partenerii sociali au subliniat rolul fundamental al dialogului social în calitate de componentă importantă în elaborarea politicilor sociale și de ocupareîn UE.

Activitatea Eurofound

Pe parcursul a peste 40 de ani, Eurofound s-a dezvoltat ca centru major de expertiză în materie de monitorizare și analizare a tendințelor înregistrate în relațiile de muncă. Printre acestea se numără și legăturile existente între dialogul social la nivel european și cel de la nivel național. Bazându-se pe cunoștințele rețelei de corespondenți europeni din cele 28 de state membre ale UE și din Norvegia, Eurofound a surprins evoluțiile din toate statele membre și din UE în ansamblu. 

Principalele contribuții

Eurofound a elaborat o serie de analize comparative, articole și studii de caz în UE-28 și în Norvegia în domeniul relațiilor de muncă și a actualizat periodic bazele de date cu privire la temele conexe.

Un studiu recent cartografiază și discută principalele dimensiuni și principalii indicatori care prezintă relevanță pentru sistemele de relații de muncă din Europa în secolul XXI. O altă direcție de cercetare urmărește modul în care partenerii sociali din UE și din Norvegia au analizat noi subiecte, instrumente și abordări inovatoare pentru a răspunde numeroaselor provocări noi cu caracter politic, juridic și social apărute în ultimii ani.

Câștigul salarial și timpul de lucru constituie în continuare domenii de interes deosebit și sunt reevaluate anual. O componentă a actualizărilor recente cu privire la câștigul salarial se axează pe nivelurile salariale minime obligatorii din UE, în timp ce o alta se referă la negocierea colectivă a salariilor.

Începând din 2006, Eurofound efectuează studii referitoare la reprezentativitatea organizațiilor partenerilor sociali sectoriali europeni, potrivit mandatului primit din partea Comisiei Europene.
