Социален диалог

Социалният диалог може да бъде определен като преговори, консултации, съвместни действия, обсъждания и обмен на информация, в които участват работодателите и работещите. Добре функциониращият социален диалог е ключов инструмент за формиране на условията на труд при участието на разни субекти на различни равнища. Той установява баланс между интересите на работeщите и работодателите и допринася както за икономическата конкурентоспособност, така и за социалното сближаване.

При неотдавнашните политически дискусии на равнище ЕС беше изтъкнато, че особено след кризата от 2008 г. с новите разисквания относно социалната справедливост, демокрацията, качеството на труда и новите модели на трудови правоотношения се отправя предизвикателство към традиционните колективни трудови правоотношения и системи за социален диалог.

Тридесет години след историческото иницииране на европейския социален диалог във Вал Дюшес, Брюксел, на 5 март 2015 г. Комисията постави ново начало за социален диалог на събиране на високо равнище на организации на социалните партньори от цяла Европа. Европейският социален диалог е инструмент на социалната политика на ЕС, който има непосредствен принос за формиране на законодателството и политиките на ЕС в областта на труда.

Дейност на Еurofound

Съставителите на политики се нуждаят от солидни фактически данни, за да разберат промените, които се извършват на пазара на труда, и да реагират на променящата се динамика на индустриалните отношения в Европа. Еurofound използва данни и анализи от своята мрежа от кореспонденти в 28-те държави — членки на ЕС, и Норвегия, за да изследва тенденциите и моделите и да посочи примери за добре функциониращ социален диалог както на европейско, така и на национално равнище.

В проучването на Еurofound се изследват аспекти, като участие на работещите, колективно договаряне, представителство на работниците и служителите и индустриални отношения, на всички равнища. Проучва се до каква степен индустриалните отношения са се адаптирали към появата на многонационални организации. Нещата са разгледани и в глобална перспектива, като се сравняват системите на индустриалните отношения и резултатите в икономики извън ЕС, като САЩ и Япония.

Агенцията Еurofound е извършила голям обем работа в течение на повече от 40 години, като са описани многобройните и променящи се аспекти на социалния диалог в Европа на различни равнища: фирмено, национално, европейско и международно.

Проучванията на представителността, извършени от Eurofound в многобройни сектори по поръчка на Комисията през 2006 г., предоставят основната информация, необходима за създаването и функционирането на европейските секторни комитети за социален диалог.

Ресурси

Създаден през 2005 г. като инструмент за онлайн справки за съставители на политики и практикуващи специалисти, речникът на европейските индустриални отношения е ценен източник на информация за трудовите и индустриалните отношения в ЕС. В трудовия живот по държави е предоставена важна контекстуална информация за структурите, институциите и разпоредбите в сферата на труда в държавите — членки на ЕС-28, и Норвегия на равнището на ЕС.

Базите данни относно колективно договаряне на заплатите и заплати, работно време и колективни спорове имат за цел да предоставят на изследователите и съставителите на политики количествена и качествена информация по тези теми във всички държави членки и Норвегия от 2000 г. досега.

Current and ongoing research

 

In the course of the programming period 2021–2024, Eurofound will continue regular monitoring of social dialogue, including through the EU PolicyWatch database.

Other topics addressed include:

  • Monitoring of the role of national social partners in the European semester and analysis of quality and effectiveness of their involvement 
  • Summary of discussions on capacity-building social dialogue to support a meaningful and effective social dialogue 
  • Research on industrial relations covering topics related to both social dialogue and working life developments, including updates on collectively agreed pay
  • Representativeness studies on a variety of sectors to provide the European Commission required information to assess the representativeness of European sectoral social partner organisations.
