Arbeidsverhoudingen en sociale dialoog

Arbeidsverhoudingen en sociale dialoog vormen een van de zes hoofdactiviteiten van het werkprogramma van Eurofound voor de periode 2021-2024. Eurofound zal blijven fungeren als kenniscentrum voor het monitoren en analyseren van de ontwikkelingen op het gebied van arbeidsverhoudingsstelsels en sociale dialoog op nationaal en EU-niveau. Het agentschap zal de dialoog tussen de sociale partners blijven ondersteunen, onder meer in het licht van de gevolgen van COVID-19, en zal daarbij gebruik kunnen maken van de expertise van haar netwerk van Eurofound-correspondenten in de verschillende landen.

De komende vier jaar zal Eurofound belangrijke inzichten verschaffen in de uitdagingen en vooruitzichten op het gebied van arbeidsverhoudingen ensociale dialoogin de EU. Op basis van zijn langjarige expertise op dit gebied onderzoekt Eurofound de ontwikkelingen met de grootste impact op de actoren, processen en belangrijke ontwikkelingen in de arbeidsverhoudingen. Eurofound vergelijkt de nationale stelsels van arbeidsverhoudingen, met inbegrip van de nationale sociale dialoog en de collectieve onderhandelingen. Voortbouwend op de in 2020 opgezette COVID-19 EU PolicyWatch-database houdt Eurofound toezicht op beleidsinitiatieven van overheden, sociale partners en andere actoren om de sociale en economische gevolgen van de crisis op te vangen en bij te dragen aan de herstelinspanningen. Eurofound blijft verslag doen van de ontwikkelingen op het gebied van loonvorming, minimumloonen arbeidstijden, alsook de ontwikkelingen in de arbeidsomstandigheden.

De expertise van Eurofound ondersteunt de capaciteitsopbouw van de sociale partners voor het tot stand brengen van een doeltreffende sociale dialoog. Het agentschap bevordert de ontwikkeling van de Europese sociale dialoog door te kijken naar de representativiteitvan de organisaties van sociale partnersin verschillende sectoren om te beoordelen of zij in aanmerking komen voor deelname aan comités voor de sociale dialoog.

De belangrijkste bevindingen uit het onderzoek van Eurofound dienen als input waarmee beleidsmakers een aantal belangrijke kwesties op dit gebied kunnen aanpakken.

  • De sociale partners spelen door middel van collectieve onderhandelingen een cruciale rol bij het waarborgen van een eerlijke behandeling van Europese werknemers en een stabiel en voorspelbaar kader voor werkgevers.
  • Doeltreffende collectieve onderhandelingen zorgen ervoor dat concurrerende ondernemingen zich dankzij gemeenschappelijke regels inzake loon- en arbeidsvoorwaarden kunnen richten op verhoging van hun efficiëntie in plaats van een bedrijfsvoering die ten koste gaat van de werknemers.
  • Arbeidsverhoudingsstelsels staan steeds meer onder druk door veranderingen in de maatschappij, op de arbeidsmarkt en in de organisatie van het werk. Dit levert problemen op voor de capaciteit van de belangrijkste actoren in de arbeidsverhoudingsstelsels in de lidstaten.
  • Wat lonen betreft, blijkt uit onderzoek dat zeven van de tien werknemers met een minimumloon in de EU op zijn minst enige moeite hebben om rond te komen, vergeleken met minder dan vijf van de tien overige werknemers. Deze cijfers variëren echter sterk per land. Tegen de achtergrond van de pandemie kunnen minimumlonen een rol spelen in de beleidsmix om de inkomens – en dus de vraag – te stabiliseren om een neerwaartse spiraal richting recessie of depressie te voorkomen.
  • Een doeltreffende Europese sociale dialoog is afhankelijk van nauwe banden tussen de verschillende landen, zodat de EU-agenda relevant blijft en autonome overeenkomsten van de EU op een zinvolle manier op nationaal niveau worden uitgevoerd.
  • Hoewel uit de Europese sociale dialoog verscheidene gezamenlijke initiatieven zijn ontstaan, zijn er weinig overeenkomsten gesloten. In sommige sectoren bestaat er bezorgdheid over de afwijzing van verzoeken van sociale partners om via Europese wetgeving uitvoering te geven aan overeenkomsten, en over het feit dat een betere interactie tussen het EU- en nationale niveau noodzakelijk is.
  • De dalende trend in de vakbondsdichtheid is in veel lidstaten een punt van zorg. Minder dan een op de drie werkplekken (met meer dan tien werknemers) in de EU (29 %) heeft enige vorm van werknemersvertegenwoordiging. Of werknemers worden vertegenwoordigd, wordt in hoge mate bepaald door wettelijke vereisten.
  • Collectieve onderhandelingen blijven centraal staan in de arbeidsverhoudingsstelsels in de EU. Beleidsmakers moeten de COVID-19-crisis aangrijpen voor het introduceren van nieuwe initiatieven om collectieve onderhandelingen te bevorderen, versterken en ondersteunen.
  • Voor een doeltreffende sociale dialoog en goed functionerende arbeidsverhoudingen zijn, naast de inspanningen van de sociale partners, overheidsgeld en overheidssteun nodig. Beleidsmakers moeten nieuwe vormen van kennisoverdracht, facilitering en betrokkenheid bij sociale partners op EU- en nationaal niveau verkennen.
  • Het waarborgen en bevorderen van eerlijke, goed functionerende en evenwichtige arbeidsverhoudingen is van cruciaal belang voor het waarborgen van inclusieve en duurzame groei en sociale vooruitgang in de EU. In de nasleep van COVID-19 zal het voor beleidsmakers bovendien een belangrijke manier zijn om de sociale en economische dimensies van de EU, zoals vermeld in de Europese pijler van sociale rechten, te integreren.

2021–2024 work plan

During 2021–2024, Eurofound will provide important insights into the challenges and prospects in the area of industrial relations and social dialogue in the EU. With a long-established expertise in this field, Eurofound explores the main developments affecting the actors, processes and key outcomes of industrial relations. It compares national systems of industrial relations, including national social dialogue and collective bargaining. Building on its EU PolicyWatch database created in 2020, Eurofound will monitor policy initiatives by governments, social partners and other actors to cushion the social and economic fallouts of the crisis, as well as to assist in the recovery efforts. Its regular reporting on pay setting, minimum wage and working time developments, as well as working life outcomes, will be ongoing.

Eurofound’s expertise supports the capacity-building of the social partners to achieve effective social dialogue, and the Agency promotes the development of the European social dialogue by looking at the representativeness of social partner organisations in different sectors to assess their eligibility to participate in social dialogue committees.

Addressing stakeholder priorities

Eurofound’s research aims to assist the European institutions, national public authorities and social partners at various levels to address the challenges facing the EU and at national level in the areas of policy formation, social dialogue, collective bargaining and the regulation of employment relations.

The Agency’s work programme is aligned with the European Commission’s political guidelines over the next four years, directly feeding into a number of key policy areas aimed at creating a strong social Europe. In particular, Eurofound will support the policy initiatives under the European Pillar of Social Rights linked to social dialogue and the involvement of workers, particularly in the aftermath of the COVID-19 pandemic. Specific findings will be available to inform the European policy debate on minimum wages and pay transparency, as well as on working time. In consultation with the European Commission, Eurofound will continue its focused work on European social dialogue through its series of representativeness studies in selected sectors.

 

Eurofound research

In 2024, Eurofound continues its national monitoring of trends and developments in industrial relations, social dialogue, collective bargaining and working life regulations and outcomes. 

To support European social dialogue, in 2024 the Agency plans to publish studies on the representativeness of social partner organisations in six sectors: construction, extractive industries, chemical sector, road transport including urban public transport, postal and courier services, and graphical industries. In addition, studies are ongoing on the following sectors: agriculture, temporary agency work, ports, maritime transport, tanning and leather, footwear, sugar, inland waterway transport, central government administration, railways and commerce. Eurofound continues its work on initiatives to support capacity building for effective social dialogue. In 2024, the Agency launches a new phase of Tripartite Exchange Seminars in collaboration with the European Training Foundation, Cedefop and the European Environment Agency.

Eurofound carries out its annual exercise of examining the involvement of national social partners in policymaking, in the context of the European Semester process and the Recovery and Resilience Facility, which in 2024 includes findings on the role of tripartite discussions held in Economic and Social Councils in Member States having such bodies. The contribution made by sectoral social partners to the implementation of reforms and investments included in the Recovery and Resilience Plans is also analysed, looking at policy processes that link European and national policy agendas. 

Eurofound’s EU PolicyWatch database continues to capture relevant policy initiatives by governments, social partners and other actors, including those taken to mitigate the socioeconomic consequences of the war in Ukraine, as well as those related to the twin transition.

Work on outcomes in collective bargaining agreements beyond the topic of pay concludes in 2024 and the results and dataset are planned for 2025. Research also concludes on how larger increases in statutory minimum wages affect collective bargaining and collectively agreed wages for low-paid groups. 

Eurofound collaborates with the European Institute for Gender Equality in 2024 to investigate further experiences with the implementation of gender pay transparency measures, with a focus also on those Member States that have recently introduced new legislation, and how the ‘work of equal value principle’ is defined and implemented.

The annual reviews on minimum wages and on working time in the EU continue in 2024. The working life country profiles are also being updated. The ongoing monitoring of industrial relations systems includes regular updates to the European Industrial Relations Dictionary.
