Het evenwicht tussen werk en privéleven omvat een bevredigende balans tussen arbeid en vrije tijd voor elk individu. Al vele jaren heeft de EU een beleidsdoel om het evenwicht tussen werk en privéleven gedurende de levensloop van werknemers te verbeteren, aangezien deze balans cruciaal is om duurzaam werk voor iedereen te kunnen garanderen.

De Commissie heeft op 26 april 2017 het pakket van de Europese pijler van sociale rechten geïnitieerd, waaronder een initiatief om het evenwicht tussen werk en privéleven van ouders en verzorgers te ondersteunen. Dit initiatief is bedoeld om de ondervertegenwoordiging van vrouwen op de arbeidsmarkt aan te pakken en om een aantal nieuwe of aangescherpte minimumnormen voor het ouderschaps-, vaderschaps- en zorgverlof te formuleren.

Het verzamelen van gegevens

De Europese enquêtes over de kwaliteit van het bestaan (European Quality of Life Surveys, EQLS) van Eurofound vergelijken landen wat betreft de combinatie van werk en gezinsleven, flexibele arbeidstijdregelingen en kwalitatieve gezondheidsdienstverlening. De Europese bedrijvenenquêtes (European Company Surveys, ECS) verschaffen gegevens over hoe en waarom bedrijven een grote verscheidenheid aan arbeidstijdregelingen benutten. De Europese enquêtes naar de arbeidsomstandigheden (European Working Conditions Surveys, EWCS) evalueren hoe arbeidstijd binnen de EU is georganiseerd en welke kwesties er spelen met betrekking tot flexibele regelingen, voorkeuren op het gebied van arbeidstijd en het evenwicht tussen werk en privéleven.

Het Europees Observatorium voor het arbeidsbestaan (EurWORK) biedt informatie over arbeidsomstandigheden en duurzaam werk, waaronder een database over lonen, arbeidstijd en collectieve geschillen. Daarnaast beschikt Eurofound ook over een raming van de economische en maatschappelijke kosten van de genderkloof in arbeidsparticipatie, alsmede informatie over het scheppen van banen in gezondheidsdiensten.

23 december 2016 - In deze aflevering van Foundation Focus komt het evenwicht tussen werk en privéleven aan bod, met name de factoren die werknemers aanmoedigen of afremmen om werk en vrije tijd te combineren. Hoe belangrijk is het evenwicht tussen werk en privéleven nog, nu de gemiddelde arbeidsduur al tijden gestaag afneemt? Wat voor hulp kan de Richtlijn betreffende de arbeidstijd bieden en wat voor rol speelt beleid voor flexibele arbeidstijd hierin? Welke ondersteuning hebben mensen met zorgtaken voor kinderen of volwassenen specifiek nodig? Het evenwicht tussen werk en privéleven houdt ook verband met andere aspecten van het leven, zoals de behoefte aan goede kinderopvang, de aanpak van de genderkloof in arbeidsparticipatie en voorzieningen voor oudere werknemers die niet meer volledige weken kunnen werken.
